This is the original equipment manufacturer cargo net. The net keeps loose items from bouncing around the cargo area.
Unlike the 3rd generation 4Runners, there is no drilling to install as the net hooks come pre-installed on all 4th gen 4Runners.

Modification:
A nice feature the 4th Generation Cargo Net has that the 3rd Generation did not is hooks on the bottom of the net which clip onto the factory tie downs, further securing the net.
But, as can be seen by the pic above, using the factory tie downs does not stretch the bottom corners of the net close enough to the side panels for my liking.
I drilled a small hole thru the cargo liner and into the side panel on each side. I then affixed a screw eye into each hole and attached the cargo net using a cable tie.
